Either use the layer "Base Colour" or the layer "Accessories Colour", they should both be fairly at the bottom of the layer box. Make sure the tiny box next to "Lock Alpha" is unchecked and you should be good to go!
("Lock Alpha" only let's you draw in places that have already been coloured in, so if you use it on a transparent part of the layer it will do nothing )
