When you edit the Oekaki, there should be a box with a bunch of boxes containing words running down it. Beside each word you'll see a little circle - click that, and whatever option that word says will appear ;3

Well, yah I know except I want a bob tail, I do everything thats would make "it" have a bobtail, and it doesn't.

Have you un-clicked the other tail layers as well? The bob-tail is the last tail, so all the other one's will overlay it
