Hmm, okay. Which layer are you on and is Lock Alpha checked or unchecked? You have to colour the layers called "Colour: ..." the layer you come to first is the background, and if you colour on that one the colour will be hidden by the base colour on the "Colour: ..." layers. Also, if you are on a layer without any colour on, for example the background, and Lock Alpha is checked, then you won't be able to colour anything.
