It is allowed to colour in this lineart for others as long as it's free. But when you colour in make sure you follow all the rules about the lineart. Read them properly and I'd especially like to highlight

5. Can only be coloured in here (at original submission). No blank colour-ins to be used as a base.

It's on the first page:

To colour in this drawing: I made the Alpha enabled layers on two different layers, Colour: Parents and Colour: Kittens. Just check the box Lock Alpha and get colouring on those layers.

Click on the layer named Colour: Parents or Colour: Kittens, check lock alpha and colour in.
