Ahh, sorry i'm not trying to mini-mod or anything, just throwing my two cents in.
I believe this rule is in place because apple didn't want just a bunch of customized Tai's, so not every single tai would have hair edits. Imagine every other adoptable, you want aspects that are more unique. Making it so you can have every single one of your tais with hair edits takes away from the novelty of it.
These may not be the legitimate reason, but these would be my reasons in this situation.

sorry if I'm not allowed to put this here, but I'm looking for someone to make me a custom Taikea with hair edits. PM me if you're interested. I can pay with rares because the hair edit and accessories I'm thinking of are rather difficult.

You would probably have more luck asking on the fanclub, which can be found here!
