COPPA stands for 'Children’s Online Privacy Protection Act' - in the US, children under the age of 13 aren't allowed to post in public forums unless their posts are all checked by moderators first or their parents sign a waiver to allow them to post. It's to protect children from giving out personal identifying information like their full real names, their locations, their schools, and that sort of thing. :3 Most forums just don't allow people under thirteen to join; on CS, we let them join but they can't post in most forums, can't edit their signatures or avatars, can’t write trade messages and can't send or receive PMs. COPPAed players can still post in the Oekaki boards here, since those boards are small enough that the mods can check and approve every post before it becomes visible, and they can get their parents/guardians to send in a COPPA waiver form to lift the COPPA restrictions as well. :3
