{Well, first you have to go here, to change the Oekaki settings to ChibiPaint v2.0 so you can rotate. Then, when you open the Oekaki, there will be a palette on the far left side of the screen with two columns. The second - or right - column will have the button you're looking for. It's the second from the top, and has an image of a canvas with an arrow. Click it, then drag the canvas so it stands horizontally :3}
