They're called sky children or sky kids by most. Dirty reprobates, by those who hate them. The poetic might even call them Children of the Sky. But no matter what they're called, it won't change they're situation.

They are orphaned or abandoned. Due to their country's lack of order and care, the orphanages are horrible places, avoided by all who can. These children and teenagers are called the sky children, as they live on the top cities buildings, scale down the sides of them, and flit about in a way that almost seems like flying.
Not all of the sky children are, in fact, children. Some are adults, though they are few in number. These adults were orphans as children, growing up on--and above--the streets.
To survive, the sky children band together. But, of course, insults are said, fights are started, things are stolen, breaking them apart. Through the years, three major bands have formed, mortal enemies of each other. Each is comprised of complex hierarchy systems, often based on age.

Revitalize::
The largest group, Revitalize, is a fairly neutral group. They don't usually outright attack others or use press gangs to get more people to join, although they may occasionally. Most of the time, they just defend themselves, though if they are short on people or space, they will do what is needed.
Members of this group are commonly called "Vits."
Songs::
The Songs just want to stay alive. They don't want violence, territory wars, press gangs. They try to avoid the more violent groups, but will work out deals with more neutral bands. This is the smallest of the three main groups, as many decide not to join them due to the Songs being targeted by the more power hungry groups.
Shades of Black::
The "Shades" or "Shadows" are on the opposite of the Songs. They don't care what they have to do to get what they want, they'll do it. And what they want is power. It doesn't matter to most of them if they have to hurt others to get it, although some were pressed into the group, or joined simply to avoid being pressed into the Shades. If they were pressed in, typically they are treated more as servants than group members.

There are many of them, small bands of friends determined to survive on their own, without a stifling large group and leader. Usually they either nearly starve, and end up joining larger groups, or are found by press gangs.
Another even smaller minority are the people who try to survive totally alone. This requires both stealth and smarts, otherwise it is quite possible to starve or be pressed.
There may be some of either in the RP, but you'll have to organize them yourselves. C:

Each group does it differently, but in general, the oldest, most talented, just generally the best is the person who becomes the leader. Those who are second-best, third-best, etc., usually become the lower officers.

Well, things could very well have gone on like this for a long time. There's only one problem: The true holder of power, the cruel goverment. While they have left the sky kids alone for many years, but for some unknown reason, they are beginning an attempt to round them up. The goverment is too powerful for the kids to stand up to. Either all the kids band together, or they all are captured together.
Or they may just all be captured, whatever happens.
