It's permitted, but only in the case that the other site explicitly permits cross-trading in their ToS/ToU, and that you're not trading for real money or physical items (though trading for physical art commissions is fine as far as I know).

Chickensmoothie is fine unless they've changed their terms very recently. Animal Jam is not, per point 11 of their ToS. Mweor permits it per point 17 of their ToS.

The best way to find out if offsite trading is allowed is to contact staff and check with their rules and terms of service.

DeviantArt doesn't allow offsite trading. It's listed on the front page as well ^^

As for your second question:

It is against the rules to trade pets for real money.

Anyone found to be buying or selling pets for real money will be punished.

This is mostly because we have no way to protect you if a transaction for real money goes bad. It is also our belief that you should not be able to buy things that we offered for free on CS, which is why the regular free-release pets are never made available for sale in our CS Store.
