From what the Mod said Howrse allows off-site trades.

It's not that CS does not allow to trade with these sites, but the sites do not wish anyone to trade their stuff for other sites' currencies/items and this should be respected.

I don't know Alacrity...

I was a member there not long ago and it was always fine to trade for other sites' stuff.
If you check the forum for other sites on mweor you will find topics which ask for other currencies.
