How about Happy Pets? It probaly doesnt say anything about it. And it has like pets you can trade pets and like it has coins and stuff.

As it's a game seems primarily facebook based (To my knowledge anyway, when I look it up it links me back to facebook in almost each link)
I would say no, it's not allowed.

I'm a moderator on PA, you are allowed to trade for off-site material on other sites. You just aren't allowed to do it on the site. An example would be I want some CS creatures and I have PA creatures that the other user wants. I can post about it on CS but can't post about it on PA (mainly because PA's forums doesn't have an off-site trading section yet). I hope this makes sense :)

Yes you can trade off-site. Emma (the admin) has stated that in the SB a few times in the past when users have asked.

If I draw art for someone on here (like commission on here for a pet on CS and I use the art program I have on my PC which is GIMP.) and post it on dA is it against the rules to post it on dA because they paid me with a CS pet?

I think it used to happen quite often and sometimes mods weren't able to keep up with the trades, so it was just banned overall.
