Oh, Volkner ? I got him pretty easily with Infernape. MeiTay's right though. Most electric attacks are unaffective against ground-types.
As for actually getting there I offer the following advice.
- Don't try to avoid the trainers. It's just not physically possible
- Stock up on potions etc. and try your best not to waste them
- Sometimes you have to double back to get the gears to turn the way you want them
- save as often as possible in case you mess up badly
- have at least 4 lvl 40+ pokemon
- try not to yell. I got my DS taken away because he ko'd my onix and I got a bit too loud
- Your starter pokemon is usually the strongest
- try to avoid using water pokemon if you can
Remember: He's the veeeery last trainer you need to beat. You need to defeat all the others first. If you can't find your way, go to Pastoria, and make your way through Valor Lakefront, and go right instead of straight up towards Veilstone.
Click the stamps. Any Stamp. You know you want to.

Oh, Lt. Surge! I have Firered, and I finished the game. :3 Hmm... I'll see if I can help... Which Pokemon do you have in your team in Leafgreen?
