Not by blood. When Aragorn's father died, Elrond agreed to take Aragorn under his wing. At this time, he knew NOTHING of Arwen because she was in Lorien with her mum. He met her later and was pretty surprised when she said who she was. He actually mistook her for Tinuviel...

Reminds me a heck of a lot of Victor Frankenstein on his wife XP They were adopted brother and sister.... And Edger Allan Poe and Virginia..... and Jaime and Cersei.....
Okay enough of that.....
Anyway, they are still one of the most awesome book/movie couples ever.....
