Please either remove or change this restriction, because it is against the forum rules.
You may exclude older players, but this has nothing to do with the amount of pets owned:
You may not create adoption centers or host giveaways that exclude users or only allow certain users to adopt. The only exception to this rule is that we allow adoption centers created for new players.
