How much would art of this character cost?
I'd prefer fullbody, and would like him to be drawn in realistic cartoon style, but will accept other styles, except things like chibi or goofy looking cartoons.

Physical Appearance:
He is a hideous looking and sounding creature that is a mix of mammal, reptile, and arachnid (in his and his species case: scorpion).
He is large and tall--larger and much stronger than a human man, and just as tall--but slender as well.
The head is big, and is shaped like a Reptiline's (another creature of mine that his species is related to) head, but looks like in the pic--the black thing on his face is a mask-like marking; the eyes are rounded and two-toned--the inside part is a paler yellow, with barely visible, round pupils, and the ears are like a clouded leopard's.
The muzzle is very long, with the nostrils being reptilian slits, and looks like in the reference pic, as do the fangs, which stick out of the mouth when closed.
He has a long, skinny, pointed, worm-like tongue. The arms and legs are long, thin, and muscular; he has huge, raptor paws for hands and feet that have long and skinny, but not fragile, fingers and toes.
He has deadly, retractable claws that are sharp, slightly narrow, and long; they can dig and slice through the toughest of rocks.
He has a sharp, preying mantis-like appendage on top of each shoulder. He has a long, curved scar above his left shoulder.
The scorpion-like tail is 8ft. long with short but fatal spikes on the sides of each segment, one spike on each side per segment.
The spikes normally lie flat, but will stick straight out when threatened. He is furless, instead having a tough, thick, sleek skin that is loose and hard to grip or penetrate.
The vital regions--the top of the head, underside, and back--are covered in sharp-edged, hard, pangolin scales.
He has thin, tiger stripes on the scales and tail, and a sparce covering of faded clouded leopard spots on the rest of the body.
His colors are the same as the reference pic's. The inside of his mouth is a sickly yellow.

I tried to draw him myself digitally, but he didn't turn out the way I wanted him to entirely. The head and tail are close, but not perfect, while the rest sucks.
He has the same head shape this Reptiline ( which is what he and his species are related to ) of mine has:

As in his pic, though, his head is larger and wider. He and his species, the Skorpipardus, are much larger and taller than their Reptiline cousins. The height difference is by two to three feet. They outweigh them by a couple hundred or so pounds.
He and his species are mostly carnivorous.
He and his species have human-like intelligence, and are either human-like or animal-like in manner, but are usually a mixture--he leans more toward human-like, but fights and acts like a feral beast when pushed enough.
He and his species can walk and run on all fours, or on two legs. They can use their front legs as arms, and their front paws as hands. They are capable of facial expressions.
He is an evil villain character, and I'd rather him be drawn standing on two legs.
