I use the paint program that came with my computer to draw the lines and color, then use GIMP to shade/make transparent/etc. and to recolor because my regular paint system doesn't always get the colors right. It messes up on me and freezes a lot tho.

After I made it I realize I forgot wings but I will edit them in lataer if you want me to. Everything glows xD I'm really into glow lately. The back legs have the same markings except they switch sides - the front right leg has the same markings as the back right leg. Bass clefs are so hard to draw and I was trying to for about 30 min. Before I gave up. I just said kcuf it and say he had a bass clef marking on his hip or charm on a foot bracelt. X3

The eyes - that pink thing is a scar. He's supposed to be blind in that eye. Or it could just be discoloured, whatever you prefer. 83 the other is rainbow... You said you wanted spectrum! I meant to add a spectrum glow from his paws but I was being rushed off the computer and didn't want you to wait any longer.
