No, the amount of outcomes is generally about 2/3 of the adoption limit.
Take for instance the June Salmon Squad litter, we could adopt 15 but there were only ten outcomes
or this months rats and foxes. Both had an adoption limit of 5 and only had three outcomes.

The adoption limit doesn't necessarily have to match or be higher than the outcome number, either c: There have been litters in the past where the limit was lower than the number of outcomes. Most noteworthy were the "grinner" birthday dogs from 2009 - you could adopt 2, there's 6 in total.
There was also a litter of bwolves in may 2013 that had 5 outcomes, but you could only adopt 4 caterpillars.

Yes as ZEL. pointed out there are certain cases where there are more outcomes than the adoption limit. But It's pretty uncommon especially in Monthly litters.
