I think they're both pretty fair. The Joker for Nonballoon I'm quite sure about, the CE for Toxic I'm not totally; CE might actually be worth more.
As for what the user previously said, a CE Galaxy is worth much more than a Non-balloon, but they were right that a Joker's not worth a Blue Toxic.
