lol yeah. Once they finish coloring in the line, they add the tags to the pictures. Some times forgetting or even add them, or like the firework pups had the 2nd gen stamp on them

The tags are on a layer above the lineart so they can move them around I'm pretty sure.

Im pretty sure its cause they have bobtails and if the url was in the same place then it would be covering the already small tail so its moved because of that.
