Paperclipping means moving up in rarity but not paying fair. It's expecting others to be generous. In some cases, it's fine, in other cases it's not.
For example;
User A has an uncommon dog from may 2010 and sends a trade to user B for a december 2009 uncommon dog. Now, following the 3 month rule, this would be unfair to the 09 dog but some people find this acceptable.
But. There is also users who do this on the rareslist.
User A has a noncoon and sends a trade to user B for a nonjewel. The gap between these two pets is rather big and it makes it a considerable unfair trade. This is a wrong way of paperclipping, since you want others to be super generous with you.

You would have to hoard a LOT in order to it to be effective. I'm talking about 5,000 pets here and most World Record holders don't even come near that.
Even then, there's no guarantee that doing such a thing would have an impact. There's been talk about doing such a project, but in the end it takes way too much effort to amass that kind of hoard just to delete it.
