Im not sure if this is the right place this, but I have a question. For the largest costume theme hoard, does the costumes have to be basically the same, or can they be different. Like, for example, if my theme was beachy, can I have a surfur, a mermaid, a snorkler, etc.?

Yes.

Think of it more like a uniform than a costume. The items can be different colors but they must all be the same items. Previous holders of the record were:
-sheep costume
-pajama set dressed dogs
-horses with bows in mane and tail

Making a 'medieval fair' costume themed hoard for example makes it too difficult to judge whether or not a pet is dressed up or not.
eg: only put a wig on one, cloak on another, chest armor on a third and bracers on a fourth. None of these pets are what I would consider being costumed, they all just have a single random item on them, but then you get into 'what is and is not a costume' and 'do the armor items count for the theme'.

It depends I guess.
For something like the sheep costume, it wouldn't matter. I think the horse bow hoard were all from the same litter, but the pajama one wasn't. So at the very least they do need to be all the same lineart/type of pet.

Hm, I personally think it shouldn't matter.
The focus lies on the costumes, after all. As long as those are the same,
I don't think it is important whether there's five dogs or three dogs, a rat and a cat wearing the items.^^
