Clue 1: Eastern England?

Clue 2: I thought of Harry Potter. Could they be referring to the Dementors who appear in that chapter, or to Sirius Black?

Edit: It seems Sirius also appears in that chapter rather ominously.

Y'know ...in the movie(maybe the book too) in said chapter, Sirius does show up as his animagus form. Which is a large black dog, also known as a Grim.
A grim resembles many other tales about said dogs from folklore. The pallet does have a very dark color in it...food for thought.
