Most people value an uncommon as two commons from the same year, so a 2011 common would be worth 2 2013 uncommons. Top is overpaying

I agree with the fact it's unfair to them, but a '13 uncommon is worth a '12 common, not an '11 one. So the dog from 2011 alone is overpay.
