Yes, it is good, and in a normal trade, would be considered overpay.
Even though the UR cats have no place on the rares list yet, a few mods have estimated their value to be around that of a toxic. (As I said, this value was estimated and is not a true position, but just as a ruff guess)

well currntly the UR 012 cat has super demand. so usually i'd say your overpaying.
