They are overpaying by the '17 rare. Two commons equal one uncommon,

Two commons dont equel an uncommon tho, there is no actual thing for this according to the rarity guide

Any other opinions?

agreed with you both, as there is no guide that tells us how much an uncommon is wirth in commons. however, I personally value an uncommon at 2-3 commons c: the 2017 rare is worth a 2014 common (valuing a rare at four uncommons and two uncommons from 2017 as one uncommon from 2016).
