I think they're offering you the dog + 10C$ worth of store items for the items on your side. If you don't want the dog, they are offering 25-30C$ worth of store items. Both options are very unfair to them though; I hope I have not misinterpreted their message.

Ok, $CS is what you use to buy stuff from the CS store (you can get pets and items) You can't trade CS, but if you tell them what you want, they'll buy it and send the items to you. So the first suggestion they are talking about is letting you choose 25-30 C$ worth of items from the store. The second option is they'll offer you the dog in the trade and 10 C$ to spend in the store for whatever's on your side.
