How much is a Blue Panda Rat Worth in C$?

Around 50cs$. =)

The Blue Panda is the rarest of the three, so I think he's worth a bit more given that I've seen the others priced around that.

The lion is still fairly recent, so 5-10. The Valentine's horse is probably about 30-35, but I'd get a second opinion on that one. The group is worth at least 50, but I personally would say a little more. I priced each '09 at 10 each, and then the '10's would add up to be about another 8 or so. So about 50-58 depending on the person.

The card dog has been priced at 35 and 60 on this thread. I think that 45 sounds like the best bet. And the royal bob is about the same, so 90-100 total.

The Evil PPS is in demand and somewhat hard to get. So about 20-25.
The Seal PPS was worth 20 when it came out in February '10, so the price would have risen to about 35 I would guess.
And I don't know bunny rarities well, so I can't give you a good estimate.

They are '08s, so my first instinct is to say 10, but they are still relatively easy to get. So they are about 5-10 depending how stingy a person is with their C$. I personally would pay about 7. So 3 or 4 would probably be most fair for 20 C$. Sorry for the vague answer.
