My sister is saying that it maybe because they don't want to trade their rares for ones they really want and they may also be trying to scam people(yes, my sister is reading this, too xD)

I get a lot of those trades too. I think they're hoping we're too stupid to know the truth. It seems to be a safe rule of thumb that when someone says "I am offering too much, aren't you lucky?" they are always under-offering and trying to scam.
