The PPS is only worth 5 09 rares. If anything, I think you are already overpaying slightly with the more recent rares.

Agreed they are overpaying as their side would equal a '17 rare, to make it fair
you would need to add in 3 '17 uncommon [ 4:1 ratio is what I base it on ]
