But what about if they delete 9 999 and keep 1? or delete them until they turn rare?

well the people with the ones that got deleted would also want the rares because they were apart of it. No one I know would delete there pet to make a rarity of someone else's go up.

The honest, decent people who take part will delete the pet you choose, meaning the ones who do the hard work won't benefit from it, and everybody else who has one of the pet but doesn't participate will suddenly have got themselves a R/VR without having to work for it at all... If even one person keeps their hoard, they could end up with a thousand Rares, which they only had to trade a Common's worth for - because when they were trading for them, they WERE Commons. And even if you had the power, it would be wrong to force people to delete their hoards. What if they honestly wanted to keep the hoard because they like the pet, no rarity subterfuge involved?

But as Solloby pointed it out, it would take an epic amount of hoarding to make a big difference, and even then, who knows how long it would take for the demand to really increase (since the pets being focused on aren't all that popular in the first place).
