It's a dress-up c: It's several items put on top of a very small pet (people mostly use PPS hamsters nowadays, but I'd need to see the profile to figure out which pet is under these).
The cat item is from Halloween 2013, the pumpkin is from Halloween 2016, and the pile of leaves is from Halloween 2011 ^^

Halloween (and, similarly, Easter and the Summer Event) don't have a set starting date for each year. The exact day always fluctuates a little, and users don't usually know the date beforehand. But based on previous years' dates, you can probably expect it within the next week:

2009: October 22
2010: October 19
2011: October 17
2012: October 20
2013: October 25
2014: October 17
2015: October 23
2016: October 21

The last few years it's consistently started on a Friday (then a Saturday in 2012, Sunday in 2010, and only in 2011 and 2009 did it start on a weekday), so the most likely start would be between the 20th and 22nd.
No worries, though - the news always announce it on the first day, and for most people it'll be hard to miss when the layout changes^^
