I'm sorry but 'feathers' and the last run of hint discussions makes me strongly wonder if it's the ?! pup. To me this one reminds me of art deco (and by extension the brightly coloured feather boas of the flappers)

If it's not a phoenix/firebird in waiting then.

Unedited tail, includes lightest colour in the pallet, not winged currently, (hats include feathers, peacock rimmed glasses)
the eyes look purple or blue to me, so I'm wondering if there's something been done with the opacity or hue that's been changed down to 50% of normal (or as previously suggested is purple because it sits halfway between blue and red)

The pup is sitting higher than normal too (I think it was Yagmur's pup that had that characteristic last year? but given how many of you staffers are playing the 'lets swap styles' game I wouldn't be surprised if that's all for the par.)

not sure how to relate the buzz clue though gah (but ooh bee grew up while I was distracted and it's oh so cute too )
