While it is fair/maybe a tiny bit unfair to them, I wouldn't do it personally as I've always found Tess horses to be the hardest lists to trade off c:

the gap between a tier 1 and a tier 4 is 2-3 mixed 09 rares, so it is unfair to them. how you want to value the pets with added demand is up to you.

The cinnabun goes for 1-2 nons. The CEG could go for a non so it depends on how you and your trading partner value these pets
