Uncommons are generally worth 3-4 commons from the same year.

I know this is unfair to me but honestly do you think if I made it fair and got the light Lep dog ya think anyone would trade me a green lion tail demand wise or nah?

The bottom would need to add another 09 rare to make the trade fair. :)
I personally don't think you'd be able to get a Green Liontail since it's demand is much greater than the Light Leopard.

generally its 2 commons per uncommon of same year and I don't usually see anything but this. I also have never used anything but that conversion
just the one 2013 common is fair for the 2014 uncommon.

This is actually unfair to the bottom. two mid advents are fair for the leopard, they are offering a mid and a high. Replace the sock dog with a mid advent or add roughly 2-3 09 rares to their side.
As for the lion tail, some people may take it and some may not. It entirely up to the people involved. But generally the liontail has better demand
