The blue snowflake scarf dog is a bottom tier advent, so it's worth 3-4 09' rares, so it's pretty much fair.

Unfair to them
The scarf dog is worth 3 mid 09 rares, 4 if they are later 09 rares
They are offering 3 early 09 rares worth with the very rare and rare from 09, those two alone are plenty
