Technically it should, but maybe they're making it later this month because most of the staff dogs aren't adult yet...

Doubt it's because of that. I was told (and this seems reasonable) that the system already knows which pet is which before it's an adult.

I hope so! I dont have it but i used to.. it would be awesome for one if the dragons to turn rare!
