Loving the woodland buddies theme.

It hasn't been claimed yet, but style-wise I am 100% certain this is Coalchaser's.
The middle stage style resembles the style of their past staff dogs strongly, and the final stage matches their non-CS art style perfectly.
It also does match the few hints we've gotten. (Blue not primary colour, at least 3 colours, "I do like stripes").

As cute as that would be, I hope it doesn't happen. I prefer the adult line art to the puppy line art usually, unless the edits are cute or unique (like the leopard and deer this year). ;u;

I do have to agree, the adults are usually more dress-up friendly (aka, more things actually fit them compared to the pps lineart, lol! xD )

This pup really gives off Vampiric vibes. Despite us having not many hints from them, the style of editing is similar to their past staff outcomes. The other dogs that have already fully grown either don't seem to match the style that we often see from Vampiric when looking at past designs, or they are already claimed. Not to mention by looking in the archives, it becomes apparent very quickly that they enjoy incorporating human-like attributes into their staff pets, such as hair.
