I think all of them are supposed to have the same rarity. Its just demand that makes some harder to get than others.

Rarity is determined by the number of a pet compared to the number of active users on CS c:
All staff outcomes within a litter have the same rarity, though, to make them equal.^^
Edit: As for the probability of a pet turning into a certain outcome (in other litters), though... I think that's up to the admins, but I could be wrong. Perhaps the staff can make suggestions or something? Afraid I don't know :c

As far as I know I believe it's either Nick or Tess that decides - within the litter - which pets will be the most common and which will occur less often and then depending on how many users adopt them their rarity is applied once all of them have been adopted and grown. :) But I could very well be wrong considering I can't remember exactly where I heard this lol.

The only exception to this was Fiery Gatoh's pet one year was accidentally not released with the others, and at that point each person got to adopt one of her's to amend the mistake. But still, there isn't any favoritism shown, everyone has a fair chance.

While we're talking about rarity...I know that the staff's rarity is equal to not show favoritism and such...but then why is this dog so hard to find? I have 3 full litters but only 1 of this dog, and many people don't seem to have it. It just throws me off about the "equal rarity" deal. .o.
