Is the August PPS Lion = 2011 store pet? Or is demand considered

Depends on how you value the August PPS Lion and if the 2011 Store Pet is an Advent List or if it is a Non-List.
Rarity wise it would be overpay on the Store Pet side - demand wise the PPS Lion can fetch more (granted the Store Pet is not a list one)

August PPS Lion = 3-Month Rule = 2 2012 Rares = 1 2011 Rare (with demand can fetch a Low/Mid Advent - 3-8 2009 Rares)

2011 Store Pet (Non-List) = 2 2009 Rares + 1 2010 Rare

Target dog alone is not enough to entirely fill the gap to rainbow mane tier. You'd need to add a grey mini husky tier to jump up to the next tier above the balloon dog (:

It is just shy of the Rainbow Mane Tier by roughy 4 2009 Rares - Another Low/Mid Advent would need to be added.

Balloon Dog (21 Mid Advents) + Target Dog (2 Mid Advents + 2 2009 Rares) = 23 Mid Advents + 2 2009 Rares

Rainbow Mane = 24 Mid Advents
