I did a test (.0001% chance of working) I deleted 170 CNLFoo Dogs. If they do update every month we can see if it made any type of effect
Just FYI, 170 is nothing. You won't make a dent into an uncommon unless they are already close to rare without deleting a few thousand at the very least.
To give you an idea of numbers, there are less than 12000 PPS Lion Cubs from the Medieval Faire, and many users did not acquire them. They are still uncommon. Therefore to convert an uncommon pet to rare, you must delete enough that there are less than 12000 of them left (what the number you are looking for is, I don't know, and it is an ever shifting number).
I would estimate around 20,000 of each uncommon pet is released each month, but that is a wild guess, it could be way off. It is hard because you have to consider number you can adopt, rarity within the litter etc.
So unless you are prepared to collect thousands of the same pet (and it must be a recent 2012 pet, any pet older than that will have too many on accounts that aren't active; also it must be unpopular otherwise small batches of hoarders will be holding too many away from the trade market) then you are likely wasting your time if you want to actually see a rarity change. You will also need to be pet rich in order to collect thousands of a single pet. The more recent and less popular it is, the less you will have to pay for it though, so if you are serious about turning an uncommon pet rare, you are going to want to pick a recent spider or rat you don't think people liked as much and will need to sink some rares into quantity auctions.
During the later stages of your purchasing, the pet's value will increase as less are in the market and more people are wanting them in order to trade them to you for a profit later on, or to save for after the deletion if people realise what you are up to.
On a side note, turning a common pet uncommon isn't worth bothering with because they turn uncommon so easily that your contribution to that rarity change would not be worth acknowledging, as there is too high a chance that they would have turned uncommon anyway. There are just so many users on the site that commons aren't that common any more, and I don't even remember the last time we had a very common.
