All staff pups have the same adoption rate (and always have, right back to the first staff litter in '09), so any rarity differences would be very small and based purely on how the adoption percentages shook out. Some outcomes may be harder to trade for, though, as people may be less willing to trade away particular pups or more people may be searching for a particular outcome, which can make a pup seem rarer even though it has essentially the same rarity as its siblings. :3

No all staff pets are the same rarity as their siblings. It'd be unfair to the artists if one of them had a higher rarity staff pet than the others.
