I don't think it's skewbald. Skewbald is a colour other than black (chestnut, etc.) with patches. I think it's a leopard appaloosa.

I kind of want to say Roan.
As you can get some roans with distinct areas of colouring.
But I still don't think it's that.

I also want to say Flea-bitten, but their spot patterns are normally a lot smaller and all over.
So I doubt it's that. xD

It could also be a "Frost" coat or "Snowflake".
I don't think it's Tobiano, Overo, Tovero, Skewbald, Pinto or Piebald as they all have very large "spots" or sections of white. :Y
I don't think it's Leopard, either, as Leopard is generally all over the horse and not just in selected areas.

It can't [realistically] be fleabitten because it would have to have LOTS of evenly spaced very small hearts; it's not roan because that's a mixture of hairs, not patches of spotting, and not a pinto. It also can't realistically be dapple because those are also even markings all over, but not on the face.
I'd say leopard appaloosa, or snowflake appaloosa.
