I asked mods and they said it was all based on luck.. does this mean I can't even get a 2013 rare?

How long will it take for me to learn my pet is UR? Will the pet say UR? Most of the CS URs don't start out as OMGSR, and the rares list isn't updated until their demand dies down a bit

I'm hoping for:

1. The new UR (I can dream right xD?)
2. A sunback (I got a sunpup one year ironically but it turned out to be a non-jewel :/)
3. UR phoenix. (Everything else on my wishlist should be easy to get outside of these pets.)

Just wondering, is it first comes first served? So the last people don't get as greater pets as the first? Or does it not matter what time you adopt them?
