Is there a topic that explains when the rarities are given to pets? I see that the September pets still do not have rarities, so I just wondered

There is not. Rarities are updated, I believe, by hand by Nick or if not, regardless, rarities are given to pets at different times. One month of pets might get their rarities about 25 days into the month, but others might take a little over a month. It really just depends, but usually they will have them after about a month. At the moment, pet rarities are likely still fluctuating because the Halloween event. September pets will probably get their rarity when the Halloween pets do (maybe near the end of November?).
