That doesn't make it fair. For it's placement on the list the rat has low demand. For it's placement on the list the horse has low demand. So, both are lowered, not just the rat down to a fair level with the horse. It's unfair to the rat any way you look at it.

I'm not sure about the first. The second would be unfair to you due to the rats demand. It's only worth around half of what it should be considered being worth.
