Is there any consensus of what the gap between different years store pets is, in terms of pets, not c$? specifically between 2015 and 2016 but also wondering about any general rules.

Before I answer the question, the pet you have shared is actually an extended release pup which was available for adoption from January 2009 through early April 2010 x - extended release pets are valued by their latest point of possible adoption, so the pup is actually a 2010 common. ^^
Value conversions which cross between years and rarity tags are generally subjective - not everyone would be willing to trade a rare for a common regardless of the year, while others would be okay with doing so because of the value suggested by the year of the pet.
I'm not sure if there is a standard conversion combining the two factors but if you were to consider the 2:1 rule for year-to-year:
1 2009 Common = 2 2010 Common = 4 2011 common = 8 2012 common = /snip/ = 2,048 2020 common = 4,096 2020 common
[I realize, of course, the fact that year-to-year conversions of this form are wholly unsustainable across such large stretches of time but for the sake of demonstration, I figure this works]
Then consider the 2:1 rule for common-uncommon-rare where:
2 commons = 1 uncommon, 2 uncommon = 1 rare
If you were to combine these two "conversions" then you would have 1 2009 common = 1,024 2021 rares OR if you used the 4:1 rule for common-uncommon-rare, you would have 1 2009 common = 256 2021 rares - though I can probably say with confidence you would not be able to actually trade it for these numbers.

tldr; rarity conversions and year-to-year conversions are subjective and vary depending on the user's trading/valuing preferences, the trade may be considered fair by some or unfair by others depending on what they consider to be the greatest contributing factor to a pet's value (rarity tag vs./or including date of release).

If you go by values commonly shared on this thread, the year to year breakdown for store pet values from 2021 through 2015 are set generally as follows:
2021 = late '10 rare
2021 = late '10 rare
2020 = mid-'10 rare
2019 = early '10 rare
2018 = late '09 rare
2017 = mid-'09 rare
2016 = early '09 rare
2015 = 2 2009 rares
Anything earlier, 2009-2014, may vary depending on the pet & user but the loose values for 2014 to 2011 may look like:
2014 = 2 '09 rares + 1 '10 rare
2013 = low advent [3-6 '09 rares]
2012 = mid-advent to high advent [7-10 '09 rares]
2011 = ~2-4 mid-advents

While the common trading values of both of these pets are inflated (to some degree) by demand - any further value added on the part of demand beyond common market value would be up to trading users ^^
The Eat Me Dog consistently fetches between 4-5 nons, with evidence existing at all ranges within the spectrum x
The Drink Me Dog, though it actually turned omg so rare after the Eat Me dog x, consistently fetches ~6 nons x

Thank you, this helps a bit! I guess my next question would be whats the difference between, say, a mid 09 rare and an early 09 rare? would it be like a new rare (e.g. 2020 rare), or a 2011 uncommon, or is that undecided? the gap between 2016 and 2017 seems to be a couple months but between 2016-2015 seem to be almost double? but between early to mid, how big is the difference especially considering we usually go by the three month rule, which would make like feb (Early) and may/june (early-mid) the same?
