Does that mean i can adopt, if so what time, it says 2??

That means you adopted from the pound before and the pound is not opened it will open within 3 hours and if it were to be open you would be able to adopt in 2 hours and 27minutes.

If the time you adopted last, is higher than the time it's
going to be until it opens, that means you won't be able to adopt when it opens.

That means you adopted from the pound before and the pound is not opened it will open within 3 hours and if it were to be open you would be able to adopt in 2 hours and 27minutes.
