Is it fair or too much?

It's too much. I think about it this way: So some people suggest 2 uncommons= a rare. In your case, the husky is from 2010, so two 2010 uncommons equal a 2010 rare (or it could). Store pets are bought for 20CS if bought individually. Store pets are also worth a 2010 rare. So that's basically saying that a 2010 RARE is worth around 20 CS. Back to the uncommon+uncommon=rare, half of a rare is an uncommmon, and half of 20 is 10, then a 2010 uncommon would be worth 10 CS. So I think it's too much by 15 CS$. Get a second opinion though, this sounds a little confusing xD
