By "open" do you mean "adopt"? There's only one gift for all of Hanukkah, so you can only adopt it once.

"Not fair"? Hold up. He has his own beliefs and celebrates that holiday, and then maybe he has someone on another side of the family or friends who celebrates Christmas, or at least that is the most common reason I know of for a something like that. And yes, it IS fair, because it is the way he does it. You can make up your own fun holiday for gift-giving for you and your friends if you want.

Does it really matter how MANY presents you have for Chirstmas? Some people dont even have Chirstmas! They just go on the day like normal. We are lucky to have Chirstmas!
