Is this fair? I think it is quite unfair to the other person, but I know the lighter dog is harder to get than the other outcomes. Opinions are appreciated

1.) Unfair to bottom. The Tess Dragon alone could cover the equimage, and since equimage's art wasn't so popular, the Tess Dragon might cover some of the Tess horse's worth, as well. The 08 dog takes up the rest of the value of the horse, so just take out the purple dog, I guess. xD
2.) I personally think unfair to bottom. It's very sought after, and the Easter rare doesn't do much.
